Welcome to ELMS

This resource is intended to help you and your colleagues implement and maintain the Services Directive within your authority and meet your legal obligations under the “Provision of Services Regulations 2009”, which came into effect on 28th December 2009.  This is designed to be a “one-stop” shop to access your ELMS account and make it easier to find the right information at the right time. We have created a set of videos to help applicants with finding licences on the businesslink.gov.uk website, registering and logging in, and making the application. Please feel free to either use these to help applicants who are having difficulties or to direct them straight to the videos.

Services Directive

All UK local and other competent authorities are now required to make a wide range of licences available online on www.businesslink.gov.uk and to provide basic information on their own website about what the process involves. The aim is to make it easier for service businesses to find out what they need to do and to enable them to apply completely electronically, including paying any fees. More detailed information can be found in our Services Directive section
