Form updates and Data changes

To authorities that use the online application services provided by ELMS

As part of the ongoing refinement of the formality data held on ELMS, a number of background changes have been made that require action from your authority to make them live.

The changes fall into the following categories:

  1. Some new formalities have been added.
  2. Some new interactions have been added to particular formalities.
  3. Forms are now available for every service on ELMS.
  4. Some corrections to parent legislation and service name have been made.

The changes above cover the entire UK, but some other changes apply specifically to England and Wales, namely:

  1. New versions of forms are supplied for HMO and TENs.
  2. Certain formalities have been reallocated between District and County Councils.

Details of the changes for each part of the UK can be found on the ELMS data change summary page.

None of these changes will come into effect until you have deployed the services to which they relate.

The steps needed are:

  1. Find out which of your online application services is affected by the changes. You will need to decide how to use the new services offered, but redeploying services that you have previously localised should only take a few minutes. An explanation of the changes, with some guidance, is available on the ELMS data change summary page
  2. Log into ELMS as an Administrator at https://elms.businesslink.gov.uk/pscuss/action/welcome
  3. Ensure that you have tested your payment accounts. Guidance on testing payment accounts is available at http://elmsportal.businesslink.gov.uk/authority/tasks/20. If your payment account is correctly set up then the test will only take a minute or so. If it is not, you have the opportunity to correct the account now rather than when an applicant has a problem.
  4. For each affected service:
    1. Select ‘Edit’ against the service.
    2. On the ‘Online Service Details’ page check that tacit consent and parent legislation are set correctly for your authority.
    3. If you have not previously localised the service, do so now. The Hints & Tips page at http://elmsportal.businesslink.gov.uk/media/245 will help you with this.
    4. Scroll down to the bottom of the page and enter the current date in the ‘Date version valid from’ field.
    5. Select ‘Save’.
    6. On the ‘Online Services’ page, select ‘Deploy’ against the service. Remember that formalities involving payment can only be deployed if they are associated with payment accounts that have been tested.

To authorities that host their own online application services

As part of the ongoing refinement of the formality data held on ELMS, a number of changes have been that your authority should be aware of.

The changes pertinent to authorities with their own online forms fall into the following categories:

  1. New formalities have been added to the system.
  2. Certain formalities have been reallocated between District and County Councils (England only).
  3. New interactions have been made available under particular formalities.

Please can you take the following actions:

  1. Find out which formalities are affected by the changes. Details of the changes for each part of the UK can be found on the ELMS data change summary page
  2. In the case of newly added formalities and interactions that are relevant to your authority, please consider how you will provide the online application services for these demanded by the EU Services Directive.
  3. If you wish to use the online application services provided by ELMS, indicate this by updating your Local Directgov (LDG) spreadsheet and resubmitting it. Please see instructions on ELMS portal for how to complete your spreadsheet.   4. If you already (or plan to) provide your own online application services for these formalities/interactions, please provide the relevant URLs to LDG.
