ELMS roles

Before your authority can start training to use ELMS we need you to provide the contact details of the staff that will be undertaking the roles for ELMS. The two key roles include an 'administrator' and 'operational user'.

Primary Liaison Point (PLP) post-implementation

The PLP is a person in your authority who has been nominated to act as the authority's key contact with the Department for Business, Innovation & Skills (BIS) in respect of implementing the EU Services Directive within their authority. This will include liaising with those across the authority whose work is affected and ensuring they are aware of the Directive and how it will impact them.

Post-implementation, the PLP is responsible for ensuring that their authority continues to fulfil its legal obligations under the Provision of Services Regulations 2009. More information on the PLP role can be found in the PLP Overview document.

Administrator

The administrator is a person in your authority who has been appointed to maintain the authority's details on the system (such as ensuring that fees shown on the system are up-to-date). The administrator is responsible for initially setting up your authority on ELMS. After your authority has been set up, the administrator's tasks involve maintaining your authority on the system.

Operational user

Operational users are case managers in your authority who are involved in the day-to-day administration of applications. They will be responsible for checking the ELMS inbox for your authority and handling online applications and message submitted via businesslink.gov.uk.

User training

Users will have an opportunity to learn how to use the ELMS system by accessing the familiarisation environment which is available to users once your authority has completed tasks 5 and 7, and responded to Email 1 from Task 8.
