ELMS accounts
If your authority has completed the tasks and received the information detailed below you will now be in a position to access the live system to set up users and localise formalities.
Information you should have received:
- Known Facts - Task 15
- Spreadsheet for completion of Task 5
- Email 1 - Logo, short name, long name etc. - Task 8
- Email 2 - Local Acts you regulate - Task 8
- Email 3 - Fees and tacit consent - Task 8
If you have not received one of the items above please send an email to servicesdirective@bis.gsi.gov.uk.
Tasks you should have completed:
- Task 5 - Provide URLs to Local Directgov
- Task 7 - Ensure system compatibility
- Task 8 - Provide formality configuration information
Please note if you have not completed the tasks above you will not be able to fully localise your formalities.
Live System
Before you configure your formalities your payment engine details must have been entered into the system. If you are not sure that this has happened please email elms@businesslink.gsi.gov.uk.
NOTE: If you find a problem or come across an error whilst using the Live System please check the 'ELMS solution centre' to see if it is a known issue and find details of the suggested workaround.

You will not be able to localise you formalites without refering to the information below.
Warning
Before editing any formality check that the setting of 'tacit consent permitted' is the way you want it set. If you are editing a formality that may be covered by a local act in England and Wales, please check the note about it listed below.
If you just go ahead and edit the formality, you may lose all your data.
As part of the ongoing refinement of the formality data held on ELMS, a number of background changes have been made that require action from your authority to make them live. Please read about the steps you need to take.
