| Workaround or solution |
If you find that forms which you had expected to be available on ELMS are set as "not applied to authority" then you will need to check the collection spreadsheet you uploaded to Local Directgov or esd toolkit. If you have placed an N in the ChannelAddress against any interaction (LGIL) for a service/formality (LGSL) then the entire service/formality will be treated by the system as not applicable. Eg. if you have recorded LGSL 682/LGIL 0 as X, LGIL 682/LGIL 8 as a URL and LGIL 682/LGIL 9 as N then the LGILs 0 and 8 will be overwritten with N. In this example if you don't have a URL for LGIL 9 then the ChannelAddress should be left blank. If you have inadvertently placed an N against a service interaction then please remove the N for that interaction and resubmit ALL interactions for that service/formality to Local Directgov or esd toolkit.
